^It's a personal preference, both can work. You may have noticed there are a lot of leggings haters on TFS, but don't let that deter you if you like them. If you do opt for leggings, I would suggest ones that end at the ankles, not below the knees.
 
I personaly would never wear shorst - except for the beach and that said I'd never ever wear then with leggins, or tights - it just contradictary in substance
it means to me - I want to wear shorts, but I don't dare showing my legs...
 
The picture doesn't show the bottom of Drew's dress, but your heels are so classic, I think they would complement just about every dress.
 
I get what you mean by office-ish, sometimes those kinds of shoes have a stodgy look about them, but yours look delicately constructed and sexy. Again, Drew's dress would definitely go with your shoes. I prefer classic pumps to strappy heels and the "tough" shoe trend (though I like those too), they're just so elegant.

I just got this cute little skirt.. please tell me how can I wear it to a semi-casual evening in summer. one way to wear it with the black tank I have in the picture but it wont look any special...
please suggest the accesories and shoes too.
I am a super skinny girl so please suggest any idea to pull this off. post pictures if possible..

The Who What Wear blog once did a feature on styling tiered skirts. Google "Tiered Skirts WhoWhatWear", as I'm not sure I'm allowed to post full links to other sites here. Also found on stylelist.com:

• For starters, make sure the skirt is above the knee.
• Know that these add additional volume to the hip area. But don't be deterred. This version of a tiered skirt can be a great camouflage if you cinch at the waist.
• Since it is so soft and feminine pair it with something bold and modern.
• Balance the flounce with structure elsewhere.
Some good pairing options are:
• All those killer shoe boots floating around out there.
• A soft, simple racerback tank.
• A shell.
• A graphic or art print.

A graphic-print and/or structured shirt contrasting with the softness of the skirt sounds like it would look great. For a gentler but still unusual styling idea, I think both floral and tiered skirts (no less a combination of the two) look good when they play peekaboo under other skirts or long shirts. karlascloset.blogspot.com Karla's shirt-dress picks up on the navy in the floral pattern, and follows the shape of the skirt, sort of like an added tier. You could also select a contrasting color, if you're feeling bold.

I think that outfit is cute, but a bit too trendy trendy (for my taste). It depends the event, what you going to, etc. But I think it would look great with a simple l/s black shirt (playing off the black at the bottom and top of the skirt), slicked back hair/ponytail, and some big jewelry. That way you are balancing the frills and shortness of the skirt with something more sedate. If a l/s shirt is too warm for you, than i agree a tucked in raceback tank is fun (plus maybe a belt to define your waist), perhaps with some bangles on each arm (or just one simple bangle to go against trend). Same slicked back hair (which I think works well against the whimsy of the skirt). It's very cute - great purchase

What could I wear them with besides jeans? Would they look weird with a skirt?

IMO ropers do look strange worn with skirts. Perhaps with a skirt on the long side they'd be OK ...
 
Meg, do you mean long/short by l/s? Really like the idea of sleek pulled-up hair with the frilly skirt.
