^^maybe try OPI?
they came out with a bunch of matte nail polishes a while back (and the person there is actually holding a bottle of OPI)

OPI also has a topcoat you can put on that will turn your polish matte like that
i haven't tried it but it's supposed to work well

This is actually OPI Lincoln Park After Dark - Matte (you can see it on the bottom of the bottle in the picture). OPI released matte versions of their classic shades in Fall of 2009. Lincoln Park After Dark is actually a very dark red . . . it's just the lighting in this picture that makes it look black. OPI does make a matte topcoat that can be used with any shade, although I've never used it.

^A lot of people will say Seche Vite but personally I hated it . . . too thick so it peeled, and it gummed up after six months no matter how much Seche Restore I added. Maybe I just got a bad bottle, but I'm going to try other topcoats first. I think I'll try Sally Hansen Insta-Dri first since it's a classic and super cheap. The OPI one got good reviews on MUA too.

I just bought a very cheap black nail polish and the matching matt top coat thingy by Essence and it actually looks pretty nice. I think the look from that picture can probably be recreated very easily that way. My nails are very short though so it would look stupid on my nails.

I like the Sally Hansen one too! I is like $5 and comes in a red glass bottle. I have also tried the opi and Essie's "good to go" but they get thick and you have to almost spread it over your nail. Sally's stays thin and you don't even have to worry, you could paint it on with your eyes closed it goes on so smoothly! And it helps it dry faster (to the touch, the underneath will still dent if you bump your nail until it's fully dry of course).

My favourite top coat is Mavala Dry, but I haven't found a store that sells in in NYC yet. I've been using Essie's and I really don't like it, it peels off easily so it means the colour chips off in big chunks.
