1.  MUST have the proper fitted bra.  A bra-fitting is a MUST.  I had an excellent bra-fitting at Nordstorm, and a decent experience at this place called "Intimacy" as well.  (I don't recommend Victoria's Secret for fittings--heard very negative things about getting fitted there).  A large percentage of women are wearing the wrong sized bra (I was).  It makes such a BIG difference in how your clothes fit and feel when wearing the proper bra.  
 
2.  whenever possible, do what I can to draw attention to the bottom half of my body and take attention away from the top half since I am so much bigger on the top.  I tend to wear very thin, fitted (but not tight) tops, and thicker/heavier materials on the bottom.  I also like to try dark or neutral, plain and solid tops, paired with printed and/or brighter colored bottoms (again to draw attention away from the top and create the illusion of a more proportioned figure)
 
3.  needless to say, do not wear any super tight fitted tops.  None of those small-holed t-shirts (just can't do it).  No super heavy knitted and/or turtleneck tops.  DEFINITELY can't do the cowl-neck.  All of these things just make me look even more busty.
 
4.  even though I'm short, instead of buying "short" jeans/pants all the time, I like to wear the regular sized ones, with heels because, quite naturally, this adds height to my body.
 
5.  have alot of V-necks!  Not to say you have to wear these all the time, but as a busty woman, I can say that compared to other cuts, the V-neck is usually quite flattering on me
