What a cry for a attention at the CFDA. She clearly knew her nipples were gonna slip. And then she turns around and dances in a see through outfit and nipple pasties. It's just getting really old.

And let me just quote Riccardo Tisci and his view on vulgarity:

..it has to reach a limit that is always a little surreal and never becomes in your face.

Intentional nipple slip just isn't shocking or surprising, especially from Gaga. She'd probably get more headlines and attention showing up in something demure, toned down and sophisticated. She needs to switch it up.
