Also Newsstand reported there would be fewer copies released for this issue...

I don't get why the Lula website doesn't even have a sample of the content on it yet. Didn't it used to have sample content online before the other issues came out?

I got an email from the place that I get my subscription from (not newsstand) and they said

"Issue #11 has been delayed a number of times, most recently a by a printing error. But we’re glad to say, we’ve FINALLY had word from our UK distributor that they have received copies.This means that they should arrive with us in about two weeks"

so it looks like it will come out soon

^ That's right, due a printing fault. I can confirm that issue N11 is already on UK distributors side, but they have been delivered really short on copies!

Unfortunately maybe will be a hell for all the readers, all the orders have been cut. Comag/Magazinecafe website already placed a message informing that the issue will not be available.
